For most modern game characters, a high resolution model is created with many millions of polygons using a combination of a 3d modeling package (ie, 3ds Max, Maya, Modo) and a sculpting package (ZBrush, Mudbox). I've been here before but topic get kind of old, so little refresh. All the main game characters are about 15000 polygons and have 2k textures for face and body.
